After generating a bitstream you use the hardware manager to program the Arty with the bit file. Then you connect the ground pin to the ground on the chipkit/Arduino header next connect a positive voltage between 0-1V to the specifiec pins on the header. I used A0. I was able to get different number of leds to light up based on the voltage i used.
