Here is the Genesys resource center. At the bottom of the page you'll see the Out of the Box Demo which will test every component of the board including VGA and HDMI. This is in EDK with SDK. I found a Genesys FPGA Implementation of the NES on Github which has a HDMI controller in HDL here. When googling the chip CH7301C you can find something like here as well. Hope this helps!
