Yes, it is possible to set up a MIPI CSI 2 Transmitter.

If the Genesys ZU was purchased prior to the release of Vivado 2020.1 a voucher for Xilinx's MIPI CSI Controller Subsystems IP will have been bundled with the Genesys ZU; starting with the 2020.1 release, that particular IP is included with the standard Vivado license, as per the reference manual here: https://digilent.com/reference/programmable-logic/genesys-zu/reference-manual#software_support.
