Level shifter not working? Can't tell.

Hi, I want to be able to communicate between my Arduino (5V) and my Basys 3 (3.3V). I bought one of these level shifters from Adafruit, with the TXB0104 on it:

I soldered it to the best of my abilities, but I am not very good. I created some simple hardware on the Basys 3, an alternating signal on PMOD JC0 and connected an LED to JC1, so if I connect these pins together the LED blinks once a second.

So I tried the level shifter, I connected one 3.3V pin from the PMOD to the A-powerrail, and another 3.3V to the B-rail and both GNDs to GND on the level shifter. Then I connected the two JC pins on opposite sides of the rails, i.e one on A1, A2, A3 or A4 and the other on B1, B2, B3 or B4. Sure enough, it blinked like before. However, it blinked no matter which combination of inputs/outputs I chose. A3 connects to B1 etc, I tried all combinations and they all hook up. Did I solder something wrong?
