Eclypse Z7 fan not spinning

I bought 5 Eclypze Z7's and 2 of them fpga fans don't start spinning even when the FPGA temperature exceeds 45°C.

The fan is moving slightly, and when you touch it, it will start spinning.

Is there any way to resolve this issue?

You can use dpmutil to check and potentially modify fan speed settings. See here:

It rotates when speed is set to medium or higher in dpmulti.

Is operation not supported with speed settings auto and minimum?
