W1 jumper on USB-1608GX-2AO

I have the W1 jumper on the USB-1608GX-2AO DAQ configured for pull-down (see relevant page from data sheet attached).  However, when looking at the unconnected input channels, the values are all floating (usually oscillating around -6.3V, but sometimes this value changes).  I see similar behavior when I move the jumper to the pull-up position.  Has anyone else seen this behavior, or have an understanding as to why this happens?  Thanks!
