I'm guessing by unstable you mean that when you have the power supply connected (and confirmed the power supply is supplying power consistently) that when you switch on the power supply that the board is not being consistently detected or that the Power LED (LD16) is not lighting up? Regardless, it looks like you purchased the Nexys Video through a distributor (Mouser in this case). You will need to contact Mouser to establish an RMA directly with them.
