If you are not already registered, you can use the registration link located on the "Getting Started" page here. Once registered, you should use the NetFPGA forum to post your question. Just so you are aware, it can take up to a week to be approved in the NetFPGA forum. That being said, could you show a picture of your setup and how you have the power connected? My understanding is that the power supply must also drive the sense pin of the 2x4 connector to GND (pin 6, labeled SN0 in the NetFPGA SUME schematic). This is required, or else the SUME will not turn on (even if 12 V is present on the other pins and the fan is running). If you want to see the circuit that does this, search for the pcon_en signal in the netfpga SUME schematic: https://reference.digilentinc.com/_media/reference/programmable-logic/netfpga-sume/netfpga-sume_sch.pdf.
