Doomsday

Hi. I am fairly new at FPGAs. I want to generate a 25 MHz clock which also has a phase shift. I have realized that I will have to use the Clocking Wizard in Xilinx. But I am not sure what FPGA I can use to get the result. I was hoping to get some FPGA recommendations for achieving this goal. I am currently looking into the BASYS 3.
