Counter and USB-1808X not counting

I have attached the A wire from a Turck encoder to counter 0 on a USB-1808X to count the number of pulses. No pulses are found. The pulses are measured in volts. For the encoder, low=2V and high=22V. For the counter, low=(-0.5 to 1.5V) and high=(2.2V to 5.5V).

How can I convert the range of the encoder pulses to be acceptable for counter 0 on the data logger? Do I need some sort of integrated circuit?

You could use a voltage divider to reduce the voltage. A 10k ohm in series with a 2k ohm would drop the 22 volts to 3.6 and get the 2 volts closer to zero. Something like this:
