That said, it looks like there is some information in the RN4871 user guide on establishing a connection between two modules (section 4.3, page 61): https://digilent.com/reference/_media/reference/pmod/pmodble/rn4871_user_guide.pdf. To connect on power on, you'd either need to run an application on the host that communicates with the BLE module over a serial interface at startup to establish the connection, or use a power-on event to trigger embedded scripts on the BLEs themselves that can establish the connection (section 3.1, page 53).
