As a reference point from this thread: https://forum.digilent.com/topic/22286-jtag-smt4-information/?sortby=date, a co-worker of mine did some current measurements for the similar JTAG SMT4 (Reference Manual link) and measured 94 mA when running JTAG at 30 MHz and a lone UART channel at 1 MBaud.
