HS3 not recognizing the Zynq 7 on a MYIR Z-turn board

I also cannot get the Digilent HS3 to recognize the z-turn board. I even connected the PS_SRST_B to pin 14 since it is not connected by default on the z-turn board. Is there any resolution to this?
