    The Python pyftdi library has a utility named ftconf.py that can apparently program in a serial number, manufacturer's ID, etc.. It's described as experimental, but if you are stuck....

    If the chip is a FT2232H, there are tools that can read existing EEPROMS, and reprogram blank chips. FTDI offers the free Windows tool FT_PROG for instance.
